How is MIDAS is applying loads during construction stages and how should we define load combinations for such cases? For loads that are being assigned in a construction stage, does their type need to be set to construction stage or DC/DW?

If you activate Self-weight on the construction stage, you can add Dead Load(CS) to load combination. Self-weight is included on ‘Dead Load(CS)’.
Also, all loads which are defined during Construction stages (be it Self weight, or Wearing course, crash barrier, prestress etc.) should be set as Construction Stage Type rather than DC/DW type. Once we have defined the wearing surface load as CS type, we can then separate it from CS:Dead using “Load Cases to be Distinguished form Dead Load for C.S. Output”. Then you can apply different factor for load combinations to DC and DW.
