What are the parameters in the 2nd row of MCT command 'Inelastic Hinge Property'?

2nd row of MCT Command ‘Inelastic Hinge Property’ is regarding hinge properties at I & J-end of an element. As shown below, when Hinge Location is I&J and Value Type of I-End J-End is Asymmetric, you can see ‘YES’ command in the 2nd row.
