Allow for editing of imported composite sections / ability to view ratios

When importing a general section through the "import SEC files..." the  Egd/ESB,  Dgd/Dsb,  Pgd,  Psb, Tgd/Tsb  are locked and can’t be edited. 
The user is also unable to view these ratios. 

This is not very user friendly and limits the ability of a checker if they cannot see these properties.
